Description

The three countries of Senegal, Mali and Mouritania set up the Senegal River Development Organisation (OMVS) to direct a major development scheme for the whole basin of the Senegal River. The three main aims of this scheme were to develop river transport, to create the conditions for settled and more productive agriculture and, later on, to use the river as a source of electrical power.

The most significant steps towards attaining the first objective of developing river transport include the construction of two dams in the upper and lower parts of the Senegal River, at Manantali and Diama respectively.

The combined effects of these two dams - releasing an even quantity of water from the river’s upland area all the year round, and ponding up the river at its mouth - will make navigation on the river feasible throughout the year. Improvement of the river channel over a length of 930 km is also being undertaken.

Furthermore, a river port is being built at Kayesin Mali, as well as a harbour at St. Louis and the Senegal coast for the transhipment of seaborne cargoes toriver craft, while ten landing stages are being erected along the course of the river.

To complement the river development programme, DORSCH CONSULT was entrusted with the preparation of an integrated Transport study. Since the development of transport on the river pre supposes the establishment of a waterway authority to look after the navigation channel and a shipping company to operate the services on the river, it was also decided to commission an organisation study embracing these twin aspects of the overall project. DORSCHCONSLJLT prepared such a study for, on the one hand, a River Transport Authority and, on the other hand, an International Shipping Agency.

DORSCH CONSULT concluded its services by performing an overall project evaluation, including an estimation of the total investment and current costs, a calculation of the internal rate of return, and an evaluation of other possible effects.
