Project Activities

CTC technical services provided by Dorsch Consult asia include:

  • Assisting in the preparation of planning, programming, and budgeting of sub projects to be included in the project using standard procedure and latest version of IIRMS-2000 and BMS.
  • Assisting in the preparation of guidelines for the detailed engineering design which will be done by DFTs in order to minimize the design and cost changes during construction (ADB require not more than 20% of the contract value). The guidelines should focus on the improvement of the quality of design input.
  • Ensuring that procurement of goods, works and consultant services uses standard documents and follows Bank guidelines, particularly with regard to pre-qualification, short listing and bid evaluation;
  • Assisting in the preparation and maintenance of a detailed project implementation schedule for all project components including key activities to be undertaken, and key milestones to be achieved in accordance with the Loan Agreement;
  • Advising on alternative courses of action when physical or financial progress towards project outputs deviates from agreed targets and limits;
  • Monitoring of the implementation of guidelines and standard operating procedures related to project components, including Quality Assurance Procedures and environmental mitigation and management measurements as defined in the Environmental Management Plan (EMP);
  • Establishing, maintaining and monitoring a uniform project accounting system for preparation, consolidation and auditing of Project accounts;
  • Coordination of all consultancy services supported by the Project;
  • Reporting to the steering committee as required on any problems that a rise during the execution of the projects; and
  • Reporting to the Bank as required by the Loan Agreement.

Description

The principal objective of the Road Rehabilitation Sector Project is to support the Government of the Republic of Indonesia in implementing the civil works program under an ADB-funded Road Rehabilitation (Sector) Project in Indonesia, covering seventeen provinces.

Another objective of the Project is to assist the Republic of Indonesia in reformulating and implementing its road sector policies.

The Project also aims at building the capacity of the Republic of Indonesia in road and bridge works through provision of training and transfer of knowledge.

The Civil Works components under the Project include:

  • Periodic Maintenance Subprojects, consisting of single or double layer asphaltic concrete overlays and associated repair of roadway shoulders, pavement markings and minor drainage works for about 2,500 kilometers of national and provincial roads.
  • Road Betterment Subprojects, consisting of civil works for improvements and additions to surface and subsurface drainage, strengthening and minor widening (i.e. widening within the existing right of way) of pavement and shoulders, resurfacing, pavement markings, and signing for safety improvements for about 500 km of the Roads.
  • Rehabilitation or replacement of deficient bridge structures on the road sections selected for better mentor periodic maintenance for about 3,000 linear meter of bridges. It included the Srandakan-Brückein Yogyakarta with length of 625 m.

To carry out the project management activities as well as oversight of the implementation of civil works, the DGRI requires technical advisory services by Consultants.

The general areas requiring assistance and advice from the Consultants cover project management activities including: maintaining the management information system and monitoring of all components of the project, as well as planning and programming, detailed engineering designs and oversight of implementation of the civil works.

The Consultants must make every effort to ensure that the procedures and methodologies utilized are consistent with DGRI and ADB requirements and that they are undertaken in sufficient detail to satisfy loan conditions.

The Consultants are also expected to assist in the transfer of knowledge to DGRI officials.

Core Team Consultant (CTC) are based in Jakarta to provide direct assistance to DGRI in the overall management and coordination of the implementation of the project and oversee the works carried out by Field Teams which are appointed under separate contracts.
